Title IV-A Student Support and Academic Enrichment (Hawaii)
Eligibility
All Hawaii public schools. Because Hawaii has a single district (HIDOE), Title IV-A funds are managed statewide. Schools request spending authority from HIDOE. At least 15% of Title IV-A funds must be used for technology and CS education.
Program Goals
Title IV-A supports well-rounded educational opportunities, safe and healthy students, and effective use of technology. The technology component explicitly supports coding, CS, and digital literacy tools. Hawaii schools can use the technology set-aside for STEM kits and coding programs.

Formula allocation through HIDOE. Schools work with their HIDOE administrator to identify allowable Title IV-A expenditures. No competitive application required. Contact the HIDOE federal programs office for spending guidance.
