What This Grant Funds

Virginia's Literary Fund issues technology notes through the Virginia Public School Authority (VPSA), giving every qualifying public school a set annual allocation for computer-based instructional systems and connectivity. In the 2026 Series XXVI round, each school reporting fall membership received $26,000, and each school division received an additional $50,000 base allocation. This is formula funding -- there is no competitive application and no grant writing involved. Funds are used for instructional technology purchases, and your division technology director manages the reimbursement process with VDOE.

Who Can Apply

All Virginia public schools that report fall membership to VDOE are eligible. Funds flow through the school division, not directly to individual schools. The division technology director or finance office manages how technology note funds are allocated across buildings. Individual teachers and principals cannot access these funds directly; the request must go through division-level budget planning. Private schools and charter schools are not eligible.

How to Apply

There is no application. Technology note allocations are calculated annually by VDOE based on school membership counts from the fall reporting period. Divisions receive notification of their allocations and then work with VDOE to draw down funds for approved technology purchases. To access these funds for your school, talk to your division's technology director or assistant superintendent for instruction during spring budget planning, before July 1 allocations are locked.

Funding Amount

For Series XXVI (2026), each qualifying school received $26,000 and each division received an additional $50,000. Allocation amounts are set by the General Assembly and may change between series. Because this is formula funding, every qualifying division gets a share -- there is no competition and no risk of being turned away. The key is making sure your division includes STEM technology purchases in its annual technology plan before funds are committed elsewhere.

Frequently Asked Questions

Who is eligible for Educational Technology Notes (VPSA) in Virginia?

All Virginia public schools that report fall membership are eligible. Funds flow through the school division's technology director or finance office. Individual schools access funds through division budget requests.

How much funding is available through Educational Technology Notes?

In Series XXVI (2026), each qualifying school received $26,000 and each division received $50,000. A division with 10 schools would see a total allocation of around $310,000. Amounts vary by series based on General Assembly appropriations.

Can Educational Technology Notes funds be used for STEM and coding tools?

Yes, if the tools qualify as computer-based instructional systems. Coding kits, robotics platforms, and STEM learning systems that connect to instructional software or digital curricula typically qualify. Check with your division technology director to confirm eligibility for specific purchases.

How do Virginia schools access Educational Technology Notes funds?

There is no application. Talk to your division technology director in the spring, before July 1, to make sure STEM technology purchases are included in the division's annual technology plan. Once the plan is approved and funds are allocated, the division works directly with VDOE to process reimbursements.
