ESSA Title IV-A SSAE (Consolidated Application)
Eligibility
All 173 North Dakota public school districts. Title IV-A funds are formula-based — districts receive allocations based on enrollment and other factors through the annual ESSA Consolidated Application process.
Program Goals
Title IV-A SSAE (Student Support and Academic Enrichment) funds three priority areas: well-rounded education, safe and healthy students, and effective use of technology. At least 15% of Title IV-A funds must support technology and digital learning — including CS tools, coding kits, and AI literacy programs.

Districts access Title IV-A funds through the annual NDDPI ESSA Consolidated Application. No separate competitive application is required. Districts must document their planned use of funds including the required 15% technology allocation.
Cycle Notes
Annual formula cycle. Funds are allocated each school year through the Consolidated Application. Districts plan their spending at the district level.
